I don't think so! The artical makes it clear that this is in addition to separating out recyclables. Also I note that there is no mention of the issues of changing mix of rubbish. While plastic will burn, many need other more readily combustible materials to produce sufficient heat. Notw that paper is largely recycled this meant that either additional fuals needed to be added or the paper recombined before the combustion.
