They're not borrower offers. They are already agreed borrower loans which RS is determined to match below existing lender offer for as long as it can in the day. While it says 6.1% borrower offer RS can keep "lend right now" suggestion in big figures at that rate. Eventually those waiting loans have to be matched, which can happen quite quickly. Whether the hoover up will reach the 6.4% lenders today or tomorrow is unsure. However, I have pulled my lowest in Q 6.4% offers down a notch, so if RS satisfy all those "borrower offers" today I might just strike lucky.

PS 15:13 GMT My furthest down in Q position lender offer is at about £467K, roughly the same as the borrower offer £462K awaiting friendly lenders.
PS 17:13 GMT RS have let the "borrowers" rise to £522K now, despite some matching (presumably oddsnends deriving from "lend right now"). The visible lender offers have barely moved. RS can't let those borrowers wait for ever. Take what's available ... or syphon some from the monthly pot )

Didn't mean to make it look like I was "dissing" what you said. You're well aware of how "the game" is played. I'm just cynical about RS's style of making it look like a line of people is queueing up bargaining with us for the best deal, and how they leave it it as long as possible until their suggested rates are offered by someone.
It would be interesting to see a graph of 20 closest matching rates for all weekdays at 10am, 4pm and 8pm, together with the day's Market Rate.
Following westonkevRS comments, the reason I knew I was second at 6.5 is there was precisely £10 ahead of me at that rate. I'd been waiting a long time but figured it was a good marker.
This morning my second (and last) 6.5 money was also matched. That had over 100k ahead iirc so quite a lot of cash cleared through.
I got my £250 leant out at 6.5% on the 23rd and the bugger repaid this morning, I hate it when then do that

Yep ... sometime late yesterday or overnght a big sweep took lenders offers cash right into the 6.4% tranche, but not quite all of it. I had just a smidgeon left in 6.4% for today.
I hadn't noticed that if that happened after midnight it avoided contribution to the next day's MR calculations. That's an interesting way of keeping rates "moderate".

Better do a chicken impression and get into 6.3% fast, or you'll be stuck for a couple of weeks. I didn't try 6.5% so will have a nice relaxing weekend (I've also got Mr HMR Custards off my back for six months. )
The 3 year market finally woke up again for me last night, i managed to get a couple of little markers taken at 5.4% and one at 5.5% around 2am. Nothing there to enjoy now unfortunately but maybe it is not completely game over for decent 3 year returns if you are prepared wait a while
