Yes, the 14 may be pushed by experts but I've enough of non-experts telling me what to do, ;-) (I guess you can see me "voicing" Gove).
It is worth looking at the similar 5 pieces of veg or fruit advice. This came from a trained nutritionist who recommended >10 pieces a day. This hit his minister who struggled to believe a human could eat this much and had been told by his nanny that fruit juice was good for him, the advice was hence converted to 7 pieces, for which one could be replaced by a serving of fruit juice. Once this hit cabinet the "numpties" struggled and calmed it down to 5.
Such is the benefit of having the ignorant making decisions rather than trained knowledgable types.
BTW, evidence that one person who lives an extraordinary lifestyle survives it is not technically evidence of how to enhance your life, it is just a story of a person.

Just bought 4 bottles of Alcohol Free Cider... It still asked (on Screen) to verify I was over 21 WHY. ??

There's a Horizon on bbc iPlayer atm, probably significant to unit guidelines in UK. It revealed certain facts about the 21 units which shocked a medic who, for the first time ever, was able to track more complex effects, including the effect of a toxic alcohol by-product, acetaldehyde, on the gut wall (if I was paying enough attention). It's effect allows many fragments of gut bacteria to enter the bloodstream, on a permanent loop, whilst on 21 units. Amongst other negative health effects. The gut wall also was said not to repair within a week (was the example given) The researchers were going to do the same research with wider sample. That was in 2014/5. It's called 'is binge drinking really that bad' and it's on iPlayer, for those with access, for another 13 days. Horizon, 2014-2015: 12. Several of the larger wine sellers have either an ABV% filter or sort order setting. The best I have seen for now seem to be 11%. There are one or two showing as lower, but my guess is that they are 12%+, but the ABV field has been left blank and it is returning zero in the sort. I'm not sure about fizzy, but I'll try some Lambrusco (thanks for that @bobo and Mike) and it seems that there is quite a bit of Lambrusco Secco about, but not so popular in supermarkets. It has a higher alcohol content (8-10%) than the more common sweeter wine (as low as 5.5%) but if I like it that will be a result. Unfortunately, I have yet to find any at reasonable price, including shipping. Italy seems to be the place to watch out for as I read that some of the wines from the Lake Garda area might be lower than typical.
