I got letter from Mintos saying that my limit of money transfer has depleted and if I want to continue working with Mintos I should fill some short questionnaire. What is wrong?

It's part of the KYC procedures. The same happened to me last week, but both the warning and the questionnaire were online.

Its due to legislation. You get more or less the same questionnaire when you open a bank account in Latvia. For banks its about anti money laundering legislation.
Did you guys notice that the wire transfer receiver bank account for Mintos has changed a lot in past year or two from one bank to another? I bet its because of the legislation where banks must know about the origins of the money coming in and must know what is the clients income sources. After the most recent international money laundering scandals of banks who specialise in working with clients from third countries, offshore clients etc, they are finally clamping down on this business and these banks must have strict internal systems and checks and they will get closed down if they are caught with serious violations. Some of these banks have been closing down their clients accounts with whom they don't want to work with anymore (especially countries like Russia, Kazakhstan and other mid Asia countries) because of shady money coming in and large sums exchanging hands.

So what are you trying to tell us? That Mintos needs to find banks that still accept shady money? After 3Q they won't need to, since Mintos is going to become a regulated payment processor in its own right. Then they'll be able to issue IBANs to their customers and won't have to rely on a banking relationship.

So what are you trying to tell us? That Mintos needs to find banks that still accept shady money? Not necessarily shady money. It's just a real challenge to comply with regulations and have probably thousands of different deposits/withdrawals every day from thousands of customers.

That is true, but there are professional services and algorithms available that Mintos can and has to use to detect such funds and reject them or eliminate them from their platform. It's part of the business of every bank of investment service and won't change with introducing normal checking accounts.
