It just seems to be saying that quarantine may be compulsory rather than optional. And so it should be.

"Detention" for 48 hours is certainly a big change - especially given there is no positive test needed. At some point we have to delegate and trust people to do their job. I'm not complaining - but it would be a major escalation - perhaps it should be in the Corona Wuhan thread. I had thought this might elicit more surprise, or resistive comments - perhaps forced detention without any positive test for no real reason for almost anyone who's been overseas is no longer seen as encroaching on freedom anymore.

48 hours seems like a pretty small limit. My French friends have to fill out a form to just step out of their house.
