RateSetter will accept UK Residents, you don't have to be a UK Citizen. We cannot currently accept non-UK residents because from a regulatory perspective we must KYC (formally identify all lenders, with compliant Know Your Customer checks) all lenders.
We don't have the capability to KYC people living outside of the UK (unless they are somewhere else, but perhaps have a bank account here and an address where they have credit or on electoral roll).
If we wanted to we could invest in this technology, but currently have no plans to. We'd also have to ensure the regulatory aspects were compliant, and worry about accepting non UK bank payments...

I've got a lot of experience with this. Pretty much everybody insists on the lender having a UK bank account (I do obviously), yu really don't have to accept non uk funds (but mind you SEPA works fine so it's not really a problem any more thanks to EU not kidding)
A UK history is helpful, (mine is essentially some years old).
After that what the guy from **** (crowdfunder) told me was that he had to pay Experian an extra tenner to get what he needed (ie electoral roll etc in my EU country). Obviously certified passport copy, utility bill. Blood and stool sample, and a lock of my great granny's hair clinches it.
