So I got a text message asking me to go to onlinebanking-confirm-activity dot com (don't click the link unless you know what you're doing - suggest private browser at the very least)

Looks like a spoof of HSBC - so far so normal.
But then going to who.is reveals what looks like a normal person with name and address and I can't see how you could be an innocent victim registering a name like that ?
Surely nobody is that stupid ?
If I did file a report somewhere presumably it would be ignored and I'm not a victim (I hope!!) so guessing I couldn't file it anyway.

Well, someone's been super-busy! Domain registered today. CA registered today. Spoof website stood up .... Might it be that the name and address are 'correct' but that the poor sap listed has had their ID cloned and/or cc stolen? As it's spoofing HSBC, I would imagine your best bet at being the good digital citizen is to report it to them: www.hsbc.co.uk/help/security-centre/fraud-guide/ (scroll down to the smishing section)

The address is real. There's a car rental/leasing limited company registered there, as of a few months ago. The sole director's name is different to the one on the domain registration.
But the name - "Tam Ari". Tamari is a Japanese sauce, like a thicker version of your usual soy sauce.

That is not their real name in the whois - of course.
