Page 58 of "ISA Guidance Notes for ISA Managers 31 January 2020" states: Thanks. I'll raise it with ZOPA again and explicitly point them at the HMRC guidance. I'll report back on the eventual outcome. HMRC advised that if I did deposit the funds into a new ISA, having already subscribed £20k of new funds in the current tax year to another Cash ISA, that it would eventually be treated as a breach of the subscription limits. If anyone else is in the same position (prior year funds flexibly withdrawn this tax year and wanting to re-deposit them before a final transfer out) I raised it again with ZOPA, and this time they agreed. They added me to a list of accounts from which they would accept deposits and I've been able to pay my prior year funds back into my ZOPA ISA.
