Stay on the attack. Keep the initiative.
Remind them that continued harassment after they have been notified of their behaviour is a criminal offence, and that you will pursue action via courts and the police if you have to.
Also attack their negligence - they have admitted they have been given false email/phone details, so why should the home address details be any different? They have been formally notified the address details are wrong, their incompetence does not give them the right to harass innocent people, etc etc
Make it abundantly clear the distress and harm the anxiety is causing you, and keep a clear record of having notified them.
They are shamelessly using the system, so you should too.

If she changed her address with them, don't they write to "The Occupier" at the new address, giving you the opportunity to confirm or object?
Sounds like they screwed up their credit/due diligence checks.
When they didn't get a reply from The Occupier, they should have cancelled her card.

When they didn't get a reply from The Occupier, they should have cancelled her card. bernythedolt just looked at 2 of my bank Apps both of them appear to allow you to just change your address ,not sure if that would then be followed up by a letter that you need to reply to or not.

Can confirm HSBC don't check. In fact only when I had to use a statement to prove my address did someone point out that the address HSBC used for me had the postcode mis-typed! 18 instead of 28 - the one they were using to post things to me didn't even exist! My own error but given (even PDF) bank statements are used as proof of address on this basis I could prove I lived anywhere

When I moved in 2016, some (but not all) did follow up that it was a genuine move and they weren't being scammed. I guess the less diligent companies will expect to lose money occasionally.

So today arrives a letter addressed to "the occupier"
It's from the company concerned and basically gives me 2 options "Pay up" or "prove the Account Holder is not resident".
So I've written back and sent it recorded together with an Invoice for £50, ( £25 for returning the letter, and £25 for my time spent in writing ) I've asked how I can prove she doesn't ordinarily reside here, my suggestion is that they send someone (but not a debt collector) down at an agreed time and for a fee of £50 to be paid in advance I will show them round so they can ascertain for themselves she doesn't live here.

Friday morning I had 2 calls on my personal mobile asking for her. During the second I asked where they had got my phone number from, they admitted they took it from the last letter I wrote.
After being passed from pillar to post I finally got hold of one of their IT guys, I explained what was going on and he immediately understood the implications in data protection terms etc. He told me it was the evidence he needed to make senior management in the company pay attention to his requests that people be trained in data protection. He has also removed my phone number from the system using an IT backdoor as the system won't allow the contact phone number to be blank.

so you wrote to them reiterating she wasn't at your address; the letter you wrote was in your name; you included your mobile number; and when they called you it wasn't in response to the letter itself but they had actually added your mobile number as the contact number for the account holder ?

They clearly don't believe that Keith and this mysterious other person are totally unrelated, so no wonder they've added the number. They were half-expecting "Oh, yeh, hold on while I get her - who's calling?"
