We don't have double flush toilets at home, do many people? So your toilets are bog standard. Well, somebody had to say it.

The French are using artificial intelligence to scan for 'illegal' swimming pools that are not registered and paying relevant water rates . Discovered circa 20,000 ...so far. www.bbc.co.uk/news/world-europe-62717599

I guess we had all our plumbing updated when we did an extension, which I think of as recently but is probably 15 years ago now! Our house is mid '80's build. Since I wasn't here then, I can't be sure that the toilets - or at least the cisterns - are as they were installed then. On the other hand, we have been here 13 years and they certainly were here when we moved in. I have changed quite a few bits inside, but they were all double flush systems and remain so.

The one we took out was the original 1920's with a high level cistern and a chain, would almost have been an antique if it hadn't been repaired with what looked like concrete at some time in the past. I was trying to find when the dual flush became popular and found this article. Dual flush water wasters... www.greenbuildingadvisor.com/article/dual-flush-toilets-called-water-wasters-in-u-k

Its not the dual flush per se, but rather the type of valve that is commonly used in them. And yes I can confirm it can be a problem. A typical example of how a rush to 'do something' can end up causing bigger problems. However, it doesn't need to be. I have changed the valves on two of ours (just as part of routine replacement) to a better brand (I don't think fundamentally different) and have completely removed any problem. We do have a third which does very occasionally still have problems: I've not got around to sorting that one. That said, I can 'by ear' pickup pretty quickly if it is draining and go and sort it in seconds. I should get around to replacing the valve but have other priorities.

So, basically, cheap and nasty parts are a bad thing long-term. Hold that front page...
