Didn't you miss build more prisons ? 5/ Anyone of retirement age to get one free visit to their local massage parlour each month
Number of prisons is fine, you just need greater deterrents to stop people committing crime in the first place. Maybe something like this
But as you may know some people enjoy that sort of thing.
