Can't really make these conclusions based on the very vague and relatively useless announcement. There's no information whatsoever about how the "success" in these cases is measured, who will pay the DCAs and what will the cost be.
Of course, judging by past behavior I tend to agree with you that it's probably same scheme that they're using for defaulted loans, but then again, let's wait for hopefully some actual details before making a final call on this. The way that essentially every significant detail is actually omitted from the announcement, it kind of seems like it's on purpose though.
Also, way to go with making the announcement like a week or two after change was implemented and people started asking questions...

The Stage 0 loans have now been renamed Stage 1 Collection and the many older ones with bailiffs are now Stage 2 Recovery.
I now have 20 loans in Stage 3 Write off. A very few have paid in full, but most have paid nothing since default and there is no reason given for writing them off. I think an explanation should be given for writing off our money. Did they even exist?

Some of them have, i.g. all my spanish are criminal cases. Most not.

Did they even exist? UK tax residents should take a copy of those for today so we can support a claim for tax relief on the now-written off loans from the UK tax authority HMRC. Today is in 2015-16 tax year, the first year in which we can do this. Well, I'm partly assuming that they give some date for the write off and that its' around today, it might not be and I'll be sleeping for a while before I take a look. We're sure to need at least some capability to give some sort of reason to HMRC other than just "the platform said so". Still, "the platform said so" beats guessing in some ways, or just using the time since the last payment. You know this even though it doesn't apply to you, I think, just mentioning it as a hint to those of us who are UK tax resident.

Of course, not very helpful for deciding what has happened and if you should expect more or not. Not sure why they're not expecting anything after the borrower is deceased since debts are part of inheritance usually.
I'm also only guessing that criminal investigation means fraud in one way or another?
