Nope, they cut it for all customers last year. Still a decent rate and no penalties for changing your mind and withdrawing the funds. 3.5% for me. I opened it the day it launched. Yes, cut from 4% to 3.5% on 8th December. Must have missed this one with all the current account rate cuts happening around the same time.

So are you pretty much tied in to the HTB ISA or can you transfer it to a different ISA?

So are you pretty much tied in to the HTB ISA or can you transfer it to a different ISA? No, there's no tie in. It can be transferred to a different HTB ISA or a different type of ISA. At the moment it is forming a useful part of my cash emergency fund. It may well become IF ISA number 4 for me (after making use of my 2016/17 and 2017/18 allowance and transferring one old cash ISA). That, or I'll transfer it into a LISA.

Out of interest what IFISA's? I believe the LISA will have a tie in I've not yet opened an IF ISA. I am waiting to see if any platform I currently use will get an ISA launched before the end of this tax year. Ideally, I'd like to go from 0 to 4 IF ISAs between now and the end of April, but I expect it will take a little longer than that. Worst case, Abundance has a flexible IF ISA and I do have some interest in their offering. Back on LISAs, I fully expect them to be transferable, but not into ISAs of a different type because of the Government bonus.
