It has been hinted on FC forum that the loans that are rejected on the CM are then offered to the Open Market (OM).
I am unable to verify this fact. That that is the case has been stated by FC, though I don't know offhand where to find that statement - possibly on the FC blog.

If you download the loan book you will find some loans marked as WL but with many loan parts. Those are the rejects. The discussion is way back on the other forum.
