Made a bank transfer in Euros to both Mintos and Twino yesterday. Mintos deposit was credited in about 3 hours. 24 hours later no credit at Twino and no reply to emails to customer services. Is this usual?

It could be because today and tomorrow are public holidays in Latvia.

Well spotted James. Three holiday days in five this week if you're Latvian. So for me it's transfer Wednesday, receive Monday. Great. Shame they didn't put any warning about this on their site.
