why would some platforms opt for their ISA not to be flexible? surely a flexible isa is more attractive

why would some platforms opt for their ISA not to be flexible? surely a flexible isa is more attractive I think mainly because of the additional administration/compliance cost/burden of administering a flexible product. That's why only just about 50% of banks offer flexible cash isas.
