I've heard (from someone who owns a small estate agency) that here in London some potential purchasers are refusing to complete the legal process on new flats with non-peppercorn ground rents without some form of "sweetners" from the developer, or simply intend to delay until later in the year by which time excessive ground rents are probably going to be banned. He's also heard of solicitors concerned of future claims against them unless they make their clients fully aware that non-peppercorn ground rents (on new leases) may be banned in a few weeks time.
It is entirely possible that the purchaser of this final apartment is similiarly attempting to wring some concessions out of the developer.

I'm beginning to wonder if the only way to get my money back is to buy unit 2.15 myself. On a more serious note, it really isn't very professional to let it drag on so long without either a formal loan extension or regular official email communication with the lenders (not just those who happen to read this forum). If the borrower is still communicating (and he does appear to be) and there are no underlying problems then an extension is appropriate. You seem to schedule and process renewals/extensions of other loans perfectly well so I'm not entirely clear why you've treated this one so differently.

I think the interest payment is wrong. I had two small SM purchased parts in this and both have paid 1p in interest. The correct amount would only be trivial, but still more than this! For ref, my fund Ids were 104173 & 113659.

Regarding the interest issue, it's because the accrued interest (which has been for the last 16 days) will be paid on the 1st of September as usual.
