Just had an interesting conversation with a friend who is obviously happy to take any good new re this but he's is interpreting what is in the papers etc as all being fact
So he believes
Everyone will get £200 off their bills
Everyone in a Band A, B or C house will get £250 off the Council tax
Warm Homes scheme will give an extra £200 on top of the existing £140
So he believes a lot of people will get £650 off their bills. I can't get through that these are suggestions and it is likely only 1 or 2 will will happen.
For me each scheme has issues
£200 off for everyone, does a millionaire need this as much as someone on universal credit
£250 off band A,B, C here in Blaenau Gwent 85% of property is Band A or B, but how many in Cardiff or London, If the landlord pays the council tax but the tenant pays gas and electric then tenant doesn't benefit
Warm Homes Scheme, A lot of pensioners would benefit, but not all on low incomes as it is a first come first served scheme and not all energy suppliers offer it.

So it's a £200 discount next October ( I assume a prepayment against electric bill )
and £150 off Band A to D Council tax, my concern with that one is that Councils will jack it up by the maximum and say well it's not actually gone up.
Ironically I'm better off than my partner and I will get both she will only get get the electric discount as her property is a higher band ( due to Wales revaluing and rebanding properties since 2000 )

and £150 off Band A to D Council tax, my concern with that one is that Councils will jack it up by the maximum and say well it's not actually gone up. They can't. Remember, councils are legally constrained in CT rises. Anything more than 2% (+ a capped ring-fenced %age for adult social care - it was 3% previous years, 1% this year) HAS to go to a referendum. And they all do that absolute maximum anyway...

twas what I meant if the maximum allowed is 4.5% they will nearly all go for 4.45 or 4.49%

The £200 per person is a loan which will be repaid via the electricity and gas bills at £40 per year over 5 years. Not quite first £40 payment is due in April 2023 and the payments won't hit our accounts till October 2022

Unfortunately as usual Scotland has not decided yet.
Either way if the proposal is same as England's anyone over band D will be worse off as we wont qualify for any assistance.
To be clear, my wife and I do not earn above average wages but have a house in band F which we needed when all of our 3 kids lived with us.
Today I did start to wonder where this is all going with energy costs, higher taxes in April, increasing council tax, repair costs etc etc. All going up.
Would it not have been fairer to reduce/eliminate the vat on electricity to allow all households to benefit?

they covered several of these things on the MLMS, Well worth a watch if you haven't seen it already. The £200 per person is a loan which will be repaid via the electricity and gas bills at £40 per year over 5 years. Worse still, it sounds like the £40 repayments will be added onto everyone's bills. So anyone moving into their own home (e.g. youngsters moving out from their parents home) this time next year won't receive the £200 loan, but they will pay it back in £40 instalments over the next 5 years. |

I thought it was UK Wide, but apparently up to devolved governments taking VAT off benefits those that spend most more than the poor who restrict usage

The energy price rise is very disproportionate. Probably aimed at getting us to switch to air source heat pumps. My next boiler maybe oil fired.
Electricity rate 21p to 28p/kWh up 33%
Electricity Daily Standing Charge 25p to 45p up 80%
Gas rate 4p to 7p/kWh up 75%
Gas Daily Standing Charge 26p to 28p up 8%

Surely people living on benefits and others on low incomes don't pay Council tax, so it seems odd to exclude them from this help with energy costs.
