As a matter of interest, how do you get the 16 / 24A supply from a 13a socket?

As a matter of interest, how do you get the 16 / 24A supply from a 13a socket? Most countries don't fuse plugs like the UK does.

I only watched it as far as 10 and a bit minutes. Like to watch the rest. Its obvious these things are used widely and working, but I'm glad if I'm ever back in south america I'll be able to identify one before I use it.
Makes me think of a trip in Peru many many years ago. We were a 'group' and we stopped at a low end 'hostel' for the evening. It was more like a flaming prison. Anyway, I stepped into the shower, started it off, maybe touched a pipe and got a whopping shock off it. Needless to say, I stepped out we didn't use it again.
I'm not convinced that one had the water flow grounded.....
