I put about thirty quid a year on, because I use it so rarely, because round here there's ZERO SIGNAL... Looking like putting a tenner a month on a package will become "cheaper". (I'm with them primarily because they're the only ones that do SMS/calls over Wifi on PAYG. No signal means it's a right PITA doing 2FA.) And don't even think about having a smart meter. Edit: or at least not one that uses the mobile network. Smart meters use their own network, which is a 2G network. They don't rely on the normal mobile networks. Doesn't mean you can have one, but just because you have no normal mobile signal doesn't mean you can't have a smart meter.

No signal means it's a right PITA doing 2FA.) No need for a tenner a month. I was on Three's PAYG, and same as yourself, pumping in £30 to £40 per year. Have a look at Smarty's deals. They use the Three network. Their £5 a month plan gets me 4GB data and unlimited calls and texts. No contract (it's a month at a time), flexibility to upgrade to a costlier deal one month to obtain increased data (if you plan to be tethering on holiday for example), then revert back to the £5 a month level the following month. I've been with them a couple of years now and very happy. I know I can make calls over Wifi. Fairly sure my SMS has worked that way too, when out of signal, but not certain. You'd need to check you can send/receive your SMS/calls that way, but it would only cost you £5 to find out. In the unlikely event it doesn't, you've only signed up for a month. I can confirm that SMS over wi-fi works perfectly with Smarty. My shop in Cornwall has got 3ft thick granite walls so no mobile signal in there at all, SMS including 2fa text come through very quickly and voice over wi-fi is crisp and clear. The cheapest price they do now is £6 a month for 4g data and unlimited calls and texts, I am on the £12 a month for 100g data and unlimited calls and texts. The best SMARTY deals come from affiliates. For example, that monthly £6 deal you mention costs £5 from Uswitch today.
Even as an existing customer, SMARTY will match these deals from affiliates. They've done so for me a couple of times, which is how I have their £6 package for £5. They pretty much have to with a one month contract, else they know you'd just leave and return via Uswitch.

No need for a tenner a month ...unless I change networks. Again. My point is you can stay on the same network, with exactly the same facility you currently 'enjoy', for £60 per year. And you'll get unlimited calls and a chunk of data thrown in. It compares well with your current set-up and, being a one month contract, is effectively PAYG, near as makes no difference.

And there are massive areas of the country that struggle with getting 4G. All this continuous push for faster etc is generating massive amounts of waste, WE must stop doing this wasting vast amounts of scarce resources so people can watch cat videos in ultra High definition whilst commuting.
I have a friend with what I consider to be a huge usage contract and he uses his Phone connected to the car radio to stream music on his 90 minute each way commute. its this sort of thing we need to cut back on.
Mobiles are a huge usage of scare resources and the rate of upgrades means we are wasting massive amounts of resources on them.
I would like to see a clamp down that prevents people getting a new one after less than 4-5 years rather than less than 12 months as is common

What specifically is the issue you have with that? I've been using a phone (or sometimes tablet) to listen to "streamed" music in the car for over 10 years. It's not something that new, although newer cars can make it easier. That streamed music is often downloaded in advance over wifi (I usually listen to a playlist that changes weekly). I'm not sure I've seen many phones that would be that much use for normal usage after 4-5 years. I generally work on trying to have a phone last 3-4 years, at that point it's generally struggling to keep up with newer applications and won't manage a whole day on a single charge (my last two phones were around 4 years old when I replaced them and most stuff had stopped working on them by that point). As for technological change, whilst the headlines are often about speed there are often other benefits that come with the newer technologies such as higher numbers of active handsets being handled by a single mast, and better coverage from an existing mast site.

no signal/no mob/landline only. Three people know the number. 1/2 visited EE yesterday and the 12 yearold moved the sim card from his 25 yearold Nokia into a new IMO/4G (£20.00) ,for free. (I'm happy to play on a laptop via SWS and use messenger if necessary). 1/2 has been playing with ringtones,all afternoon and ringing the landline.

What is a network if not the 'carrier infrastructure' itself? I'd say Three and SMARTY are the same network, but are different providers on that network. Yes, you'd have to port your number, as I did between those two, but that's fairly painless. 4GB data is useful, but unlimited calls is the most attractive. On PAYE, I used to hate knowing that I'm paying to listen to 5 minutes of advertising or being bounced around a button-pressing menu and kept on hold for half an hour before actually speaking to somebody. 'Unlimited' means a much more relaxed experience, for this tightwad anyway 😁.
