Is it possible to miss the alert? My partner didn’t get any alarm and I have mine disabled.

Nothing received here, and lots of comments on FB about non-receipt. (Smarty, over 3's network, via wifi calling)
Seems like a "rapid, scheduled non-dissemination".

I thought I was 4G, but I'm not so didn't get it. How many people don't have 4G? Not a great alert system.
Four phones in the house and only one got the alert.

I got a screen message but no sound. Phone set to silent but I assumed it would be overridden. A couple of iPhones went off full alert (with sound) elsewhere in the house but I managed to nap through them. I wonder what the success rate was.

Mushroom cloud over Birmingham viewed from my porch turned out to be a forest fire on the Long Mynd. No phone signal, no alert either............

A little digging into this suggests that the issues are simply incompetence left, right and centre.
There's no technical rocket science at all, not even close. "Cell Broadcast" of emergency notifications has been part of mobile standards for a decade.
Unsurprisingly... This miserable "rapid scheduled non-dissemination" test wouldn't even have been necessary apart from the-political-elephant-in-the-room-that-dare-not-speak-its-name. There is an EU-wide emergency broadcast system that's been being rolled out since 2016, regularly used by some member countries while others have ignored it.
Meanwhile, the newly-sovereign UK has taken back control by reinventing the wheel as well as ever.

Except it appears there isnt, there is merely a 2018 directive that all countries implement a system based on some common standards derived from the Etsi standards which the UK is also a party to. Thats why various countries have introduced EUalert at different times, the Germans even missing the 2022 deadline. The Uk was party to the original EUalert discussions & started testing in 2014. Most systems are based on Cell Broadcast, though not a requirement, which as you say is standard technology and the actual system is provided by the mobile operators. There seems to have been a particular issue with Three. The UK system is built by a US company Everbridge who also provide systems for other EU counties

Does it mean time to ditch 3 and avoid being in Norwich area?
I can’t imagine how useful this is if someone receives alert 12 minutes late.

Every other carrier broadcast it multiple times (as they're supposed to), across a period. Sounds like even if I wasn't on 3, I wouldn't have received it, because I connect by wifi, not directly to the cell network, because we have zero signal. Clearly, us rural types are expendable.
