looks like it - interesting to me as in this business but I have never built with SIP panels As you say looks as if the cladding has fallen or been taken off - wonder if there was a major damp problem and they tried to bodge fix it with mastic. I also note the the upper rhs of the window in photo one is missing.
I would posit the possibility there is the outside chance of a snaggette with this one...

Looks to me like they’ve simply removed some of the existing cladding to install some (bigger?) new windows and are in the process of making good, now that the windows are fitted.

possible but I hope not as it indicates very poor management - I hate "stone" cladding and never use it although I have removed it which can easily damage the existing wall. Also it needs to be put on by somebody who knows what they are doing or you can get moisture problems. Allied with this the project may be paused simply because they are waiting for the remaining blocks - however much is that costing in interest on a daily basis? Granted the window installation looks a complete bodge but hopefully it is recoverable and not related to poor installation of the cladding and the sign for the structural enginneer indicates he is overseeing that the relevant work is being done propely rather than assessing it for an insurance claim. So the situation may not be too bad here but I am concerned that initial repayment is due in 2 weeks time. Let us hope the original buyer lined-up is still interested! It's simply promotional material for being a member of the 'CRL Approved Network', whatever that is. (Presumably no big deal or you would have heard of it? Maybe your builder has??) Did read the article but it is written by a manufacturer / supplier of a rival product, so likely to be somewhat biased.

true but I totally agree with the comments about potential problems - as I said I never use the stuff. I think CRL is an insurance product for structural defects. However I am still a tad concerned as to what is going on with the window - to add cladding only to remove it before completing the house does not look ideal to me...
