Cashing out because of court case (UB)

I think technically a court fine is only issued by the criminal courts.  

I understand that if the costs order isn't complied with in civil cases then the defendants can apply to enforce the order, ie make the claimant bankrupt, and/or apply to prevent the claimant from pursuing their claim.
