Surely the lack of ".gov" anywhere gives the game away? Of course, if you're in a desperate hurry, or not particularly internet savvy, you may well miss such an obvious omission.  you are right there.. but i was struck by the implication of being on the gov website simply by its appearance... Caveat emptor.
