whats worse they only put the council tax up 3% this year It's been illegal for a decade or more for a county or district council to put it up more than that without a referendum of residents (except this year 5% was allowed, thanks to ~10% high inflation). That doesn't directly apply to a borough (or parish) precept, just to the county or district council that issues the bills, but they'd still have found it hard to do more. Not that it would have made much difference... The back story is a decade old, from the early 20teens, and basically down to the councillors failing to keep the 2006-21 chief exec's grandiose redevelopment plans in check. www.getsurrey.co.uk/news/surrey-news/how-woking-council-managed-rack-27073603en.wikipedia.org/wiki/Woking_Borough_Council_electionsThe council was either mostly or majority Conservative from 2002 to 2022 with the sole exception of 2006/7.

The additional charge to be made in 2023/24 is estimated to be £95m. To understand the scale of the problem, “if the additional charges of £75m in each year were to be funded by service reductions…the Council could no longer afford to provide any services at all and would still see a net budget shortfall”.taken from www.getsurrey.co.uk/news/surrey-news/how-woking-council-managed-rack-27073603
