I think I've tracked down the issue to a statistics function that used to complete in about 5 seconds but is now taking many minutes and appears to be locking user records whilst it was running. It was set to run every 15 minutes back when it completed nearly instantly. I've temporarily stopped it from running that frequently and have set it to only run in the middle of the night.
If anyone continues to experience issues after I made this post then please report it in this thread so I can investigate further.
