Hi
Can anyone tell me 'the 20% rule' does that only apply to new loans (which is what I assumed) or does it also apply to a position built up with parts from the secondary market ?

It applies to bidding, to prevent anybody manipulating the market and the rate the borrower receives. As far as the SM goes, the only person that'd be being manipulated is the buyer themself, I'd have thought.
