There is no usual time. It will be when SS is ready! Their email notification did say Wednesday morning - although this is not necessarily an infallible guide. SS deadlines are a little bit hit and miss to be polite :-) My expectation is that this will go live on Wednesday morning but if anything comes up in the meantime that causes Savingstream any concern then they would be right to push the launch back until they have sorted it out. Savingstream have never had a set time for loan launches. I would call it guidance rather than a deadline.

And i said it tongue in cheek , But i treat all of there dates as a rough estimate.
