PBL25 is secured against Block B but was funding construction of Block C, now PBL85. The pipeline loan will repay PBL25 and fund construction of Block B. Plenty of discussion of these loans on the forum, again see updates list linked to in my signature/pinned at top of SS board

If you have funds in PBL025 they will be transferred to the DFL when it goes live. Any amount you have prefunded for DFL will be added to your current (PBL025) holding, not replace it -- so if you just want a simple rollover you should ensure your DFL prefund is set to £0.
