With the news today that the number of university places is up again on A level results day, does this bode well (at least in the short to medium term) for loans for developing student accommodation?

Not really, by the time these proposed schemes are completed we may have passed the peak.
Adverse effects of brexit on the number of overseas students applying for next year are starting to be seen. Demographically potential number of homegrown students has peaked. Increasing number of articles questioning the validity of claims made for the benefits of studying for a degree compared to things like advanced apprenticeships and the increasing cost of being a full time student and doubts over the value for money.
Top tier universities will probably be alright, but I can see increased competition between middle and lower institutions just to maintain numbers as there is a contraction in the market with some of the weaker universities either disappearing completely or having to merge with other institutions.
