The satellite that broadcasts Sky TV is about 22,000 miles above the equator (somewhere over Kenya), and you need to point your dish upwards at about 24 deg to align with it. They must be awful close to the mountain if it's blocking their line of sight. It's not that unusual. Imagine a simple U-shaped valley where the base is three times as wide as the height of the sides. Unless an open end of the valley is pointing in the right direction, no-one living on the valley floor will be able to see the satellite. Where I live there are plenty of people with no sight of that satellite.

In which case have you enquired about going on to the third option, which is like being on a meter, with estimated usage driving the bill instead of the meter? Should still save you money over the "rateable system" of big numbers plucked out of thin air. I thought that's what we had, so many people in the house, so much assumed per person or something such. Or is there a more subtle approach? I don't know what specific arrangement you have, but there are three ways I know of to be billed for water: The old way (rateable value of property), the new way (actual usage on meter) and then the half-way option for people that realize rateable value is costing them too much, but can't have a water meter due to pipe layout beyond their control which the water company won't fix). This is billed *as if* you had a meter, but using estimated usage as they are refusing to let you have one.
