Hard to tell without a diagram (back of an envelope and a photo of it ?). But that said, there really are such things as an accident and ideally both parties would apologise to each other and carry on regardless of the fact one party might be more guilty than the other - neither wanted it to happen after all.

My hand accidentally brushed against, I'm going with thigh of the rather attractive, I'm going with whatever people from Hong Kong are called woman on about five occasions today. On each occasion we smiled, she said sorry and we went about our business. In my defence I tried to take evasive action on each occasion. This recurring accident happens about two days a week.
My hand is fairly untraumatised by said event, in fact was I some years younger the hand and attached body would be working on a plan to formalise the accident. It must be said she is more than a little strange but lord knows I dated strange often enough in my youth.
To the topic in hand, clearly running with a dog on a lead comes with some considerable duty of care attached. Sounds like not enough was in play here and he should have apologised profusely checked you were ok and told you to 'have a nice day' before continuing. I suspect then you would have put it down to just one of those things and quickly forgotten about it.

You're right, accidents do happen, and thankfully nothing occurred as a result of this near-miss. And I agree, neither side wanted it, or anything, to happen. Had we been vehicles he, running, going west to east, on the "main road" (ie pavement), would have right of way. Me, leaving the "driveway" (ie shop) heading north across his path, should have given way. Equally, running past a row of shops on a pavement with a dog several feet behind you on some kind of elastic lead is a bit like driving an articulated lorry through a small village at 60mph.

A couple of months ago, I was walking along the pavement on the outskirts of a small town when a youth whizzed out of a side street on a skateboard with an Alsatian on a lead. He - they - careered across the road towards me, only for the youth to fall off on to his backside a few feet in front of me. "Idiot," I remarked mildly. He picked himself up, grabbed the lead and whizzed off down towards a busy main road, yelling foul invective back at me.

A seemingly endless stream of people appear then disappear with a hard core of characters that appear in most episodes (Guess I am one of those). She just cant swim straight and for some reason always shares a lane with me. There is also, on this occasion I am going with young woman of afro Caribbean heritage. Who insisted on exchanging conversation every time we passed. I met her in a different environment one day (purely by chance) and she came over smiling and looking friendly (she was with a friend), I must have looked puzzled because she said swimming (in an informative tone), and before I had word checked my reply said, Ah I didn't recognise you with your clothes on. Luckily that just caused much laughter all round.

Yes, I saw that a couple of days ago. The only saving grace is that at least the idiot biker came off worse, hopefully picking out gravel from skin for a few days.

I'm not sure that wandering round M&S touching up the mannequins is illegal just yet though, so you should probably be okay. EDIT: Ah, swimming....fair enough! My mind was working overtime, wondering what could possibly be amusing you twice a week.

Not sure he's going THAT fast in the grand scale of things... 30mph is 50kph is 14m/s Obvs, mind-meltingly stupid, and a long way above the legal e-bike max of 25kph, but not exactly motorway speed...
