I think maybe their developer(s) left and somebody from customer service tried to fix it...

Yes, but the work experience lad who has been allowed to have a go at fixing the code is presumably not sure where he goes from here - or has not noticed.

... somebody from customer service tried to fix it... Given how bad it is, I think that it is more likely someone from loan recoveries who is having a go...

There is no formatting at all on mine. Have they ever heard of something called a sandbox? You should not experiment on the live page.
