I think your last, "blind stupidity" goes without saying. "Poor parenting" and "terrible eduction" (sic) are possible hypothesis which could have contributed to the latter, and are therefore quite possible, but as yet unproven. 

Still, on an "ABCDS" bike and clothing check, I think he definitely forgot the "D is for dangly bits". Its not just the trailing gown, did you spot the red bag that was swinging around perilously close to his wheel. 

And then there is the actual bike, I mean where to begin. Its less a bike, and more of an (approximately) Bike Shaped Object. I mean its like something you'd find a Clown riding in a Circus. Ah, wait a minute.....

It looks about as stable as a very unstable thing, its not clear that he hasn't completely obscured his brakes or rendered them inoperative thanks to white blue and red guff wrapped around the handlebars, levers and possibly the brake calipers.

Still, I like the skateboard theory. It makes me chuckle to think that some New York kid might have 'inadvertently' let his skateboard go in to the "shaman's" path.
