I'm struggling to think of too many things that Presser achieved during his political career. I guess he will always be remembered for taking his official Jag to travel 250m from hotel to conference center for the 1999 Labour party conference. Then there was the scuffle in the gutter during the 2001 GE campaign.
Ultimately, his greatest achievement was probably keeping Blair and Brown from fighting too much.
I'd suggest reading this: Times ObitIts at Times humorous, gives a better sense of the man, and does highlight some of the stuff he did manage to achieve - as well as the stuff he failed at. Running depts. wasn't his forte.

One of Prescott's passions was devolution for England's regions - to follow Scotland and Wales - though the elected regional assemblies he envisaged would have had fewer powers. Because of the scale of opposition to his plans, the government held a referendum on them in 2004, in the North-East region where support was thought to be strongest. The result was a bitter pill for Prescott to swallow, with 78% of the votes cast against devolution. A young Dominic Cummings was the mastermind behind the victorious No campaign.
