My understanding is that it is a legal requirement to complete it. Yet yesterday I received a card through to door saying I will receive an invitation to take part. Surely an invitation can be declined. However, from the card " You must complete the census by law". But who is "you" ? Who is "the" householder?

Easy, the poor idiot who has sufficient traceable grabable assets to be unable to avoid paying the fine. Any feckless intinerent occupant will be ignored just like in all other aspects of fineable offences under the law.

Thanks for the Googling/research. But it doesn't explain what happens if their are joint householders with equal income and identical age. And that definitions seems to be be used for statistical purposes not as the basis for who to prosecute if a census isn't returned. I wonder if anyone has been prosecuted before? Household reference person (HRP)Sometimes when publishing ad hoc analyses, we are interested in the characteristics of the household reference person as a representative of the household.
A "household reference person" (HRP) is (current definition, post-2001) the householder, who is the household member who owns the accommodation; is legally responsible for the rent; or occupies the accommodation as reward of their employment, or through some relationship to its owner who is not a member of the household. If there are joint householders, the one with the highest income is the HRP. If their income is the same, then the eldest one is the HRP.

True but it would cost those of us with assets even more if you were to imprison the feckless that cannot/will not pay

Not uncommon in the past, young daughter has child (out of wedlock) her mother registers it as hers to avoid scandal and to allow daughter to carry on her life without stigma. Probably wouldn't be in the census like that though. Edit: And not least to make the child legitimate!

Got my letter through the door yesterday. Like a good boy, as I'm waiting for someone to call me back on something, I thought I'd get started. Go to website, click on 'Start Census' -> 403 forbidden. Good start. Is this being run by Di*do Harding by any chance ? Received my letter on 6th March. Filled it in on line for everyone in my household and received e-mail confirmation. It was very simple and straight forward, no complications.

I’ve had my census letter for several days now. But the one I’ve got says “complete the census on Sunday 21 2021 or as soon as possible after” As concerned as I am that on said Sunday I’ll either have forgotten or the site will crash I’m going to to do my best as an upstanding citizen and follow the guidance and help it to be statistically accurate as possible. Any gender change, religion change, ethnicity change, etc,, I undergo between now and the 21st will be faithfully recorded as the snapshot that was true on that Sunday. It did feel like an invitation for clairvoyance, but I've accepted it - just wanted to get done with it instead of adding this event to my diary
